A SPOTLIGHT ON THE ACTIVITIES OF THE OTUNBA GBENGA DANIEL-LED ADMINISTRATION ON LOCAL GOVERNMENT AND CHIEFTAINCY AFFAIRS (Part2)


Apart from the above enumerated responsibilities of the Department of Local Government Affairs, the Department has achieved the underlisted since its transformation from the Bureau of Local Government Affairs to the full fledged Ministry.
(i)          Organization of Orientation Workshop
The Department has constantly organized Workshops for both the elected and appointed Local Government functionaries and top career officers at that tier with a view to ensuring an efficient service delivery at the grassroots.  The Department also has ensured the regular training and retraining of the Local Government functionaries, so that they could perform optimally;
(ii)        Computerization of Local Government Personnel Records
The Department facilitated the computerization of the personnel records in the twenty (20) Local Governments in the State for greater efficiency in personnel management.  The programme was designed to detect and prevent the incidence of ghost workers in the Local Governments;
(iii)       Donation of Patrol Vehicles and Bikes to TRACE and the
Nigeria Police Force, Ogun State Command
The Department facilitated the donation of 20 patrol vehicles and communication gadgets to the Nigeria Police Force, Ogun State Command in 2007 by the Association of Local Government of Nigeria (ALGON) Ogun State Chapter.  The effort was to encourage the Police Command to effectively discharge its functions to the citizens of the State especially in combating crime.  In the same token, the Department also facilitated the donation of 5nos. of Hilux Patrol vehicles and 10nos. patrol power Bikes to Traffic Compliance and Enforcement Agency (TRACE) for its smooth operation;
(iv)       Acquisition of Motor Graders and Tractors by the Local Governments
The Department coordinated the purchase of 20nos. of motor graders and 20nos. of tractors for the use of the 20 Local Governments in the State with the view to boosting their agricultural production and infrastructural development;
(v)         New Salaries and Allowances for Local Government Political Functionaries
The Department facilitated the upward review of the enhanced salaries and allowances of the Local Government political office holders as put forward by the Revenue Mobilization Allocation and Fiscal Commission (RMA&FC).



3.0   CHIEFTAINCY AFFAIRS SINCE 2005
Before the inception of the Otunba Gbenga Daniel led administration on May 29, 2003, the welfare package put in place by the preceding administration was very poor and far below the status of Oba.  More worrisome was the fact that some Obas were owed up to 18 months arrears of salaries and allowances.  Besides, there were no incentives put in place for Obas.
In recognition of the valuable role that Traditional Rulers play in governance, especially in the area of maintenance of peace and order and dissemination of valuable information to grassroot people, the Otunba Gbenga Daniel led Administration released an enhanced welfare package for Traditional rulers in the State.  This comprised of the following:
(i)     Upward review of the salaries and allowances and stipends of Obas, Baales and Stipendiary Chiefs in the State.  This was done twice between    29th May, 2003 and January, 2004;
(ii)    Payment of Car Refurbishing grant to all the Obas in the State in Year 2003 while the Paramount Rulers were given Peugeot 607 Saloon Cars.  Subsequently, newly installed Obas are beneficiaries of the said grant;
(iii)   Payment of severance allowance to the family and Council of Chiefs of demised Oba to cushion the effect of the loss on the affected family and as contribution towards the burial rites of the departed Oba;
