OGUN STATE UPDATES (1): A SPOTLIGHT ON THE ACTIVITIES OF THE OTUNBA GBENGA DANIEL-LED AMINISTRATION ON LOCAL GOVERNMENT AND CHIEFTAINCY AFFAIRS

1.0        INTRODUCTION

1.1    The Ministry of Local Government and Chieftaincy Affairs came into existence in May, 2005 after the amalgamation of the Bureau of Local Government Affairs and the Bureau of Chieftaincy Matters.  Prior to the amalgamation, the two Bureaux were operating separately under the previous Administrations in the State.  Therefore, it will not be wrong to say that the Ministry is the brainchild of the Administration of Otunba Gbenga Daniel.

1.2    At its creation, the Ministry was saddled with the responsibility of ensuring good governance and spread of dividends of democracy at the grassroots as well as elevating the status of the Traditional Institution in Ogun State.  In view of the above, the Ministry of Local Government and Chieftaincy Affairs has been marching on with giant strides in tandem with the noble vision of His Excellency, Otunba Gbenga Daniel for the people of Ogun State.  To this end, the Ministry discharges its core responsibilities through two Departments, among other auxiliary Departments.  These core Departments are the Department of Local Government Affairs and the Department of Chieftaincy Affairs. 

2.0   LOCAL GOVERNMENT AFFAIRS SINCE 2005

        The Department of Local Government Affairs is saddled with the responsibility of coordinating and controlling the activities of the twenty (20) Local Governments in the State with a view to ensuring that their policies and programmes are in conformity with the State and National development policies and programmes as specified from time to time in the State and National Development Plans.

        Before the inauguration of this administration, several lapses were noticed in the administration of the Local Governments in the State which included the following among others:

(i)                  Absence of clearly defined objectives.

(ii)                Avoidable leakages in the finances of some of our Local Governments.

(iii)               Projects abandonment/programmes discontinuity.

(iv)               Absence of sufficient funds/over reliance on revenue from the Federation Account.

It is against this background that the present administration under the able leadership of His Excellency, Otunba Gbenga Daniel, Governor of Ogun State deemed it necessary to upgrade the Bureau of Local Government to the level of a full fledged Ministry.  With the innovation of establishing the Ministry of Local Government and Chieftaincy Affairs, the Department of Local Government Affairs has aggressively addressed the identified lapses in the following ways:

(i)          Issuance of Administrative Guidelines to Local Governments in the State with a view to guiding them on their administrative procedures.  The guidelines has constantly been issued especially when there is a change of baton in the Local Governments;

(ii)        Prompt disbursement of Federal Allocation to Local Governments through the monthly Joint Account Allocation Committee (JAAC) meetings;

(iii)       Putting in place excellent collaboration and effective communication with the Local Governments through the monthly meetings of Chairmen of Local Governments in the State with the Hon. Commissioner for Local Government and Chieftaincy Affairs.  At the meeting, matters of common interests to Local Governments are usually discussed;

(iv)       Ensuring strict compliance with the Administrative Guidelines issued to the Chairmen of Local Governments; and

(v)         Encouraging the Local Governments in boosting their Internally Generated Revenue through the proper collection of Rates in their domains.
